Lic. Azucena Castillo Barquero said goodbye to the Executive Address of the Social Fund of Emergency, FISE, offered a formless suscinto from her administration to the front of that government institution of fight against the poverty and the development in the rural areas. She thanked the entrust given by the President of the Republic and the understanding of the candidate of the Nicaraguan Liberal Alliance-Conservative Party, ALN-PC, Eduardo Montealegre, who gave importance to her administration in the FISE and that a serious and transparent delivery was made. She thanked to the 153 mayors of the country for their collaboration and trust given. In the report of her administration in the Executive Address of the FISE, Licda. Azucena Castillo, the Mayor of the Coral, William López, thanked the contributions toasted by the salient one and it would work public to the 153 Mayor's offices of the country. The Director of projects of the FISE, Dr. Ariel Peña, accompanied the Licda. Castillo Bendaña in the municipal activity of recognition of the mayors of  Nicaragua. For me more than a honour, as I tell them, it is a pleasure to meet to declare the decentralization of the 153 Mayor's offices of Nicaragua, this is a landmark in the history of the town council in our country and as a executive president of the FISE, I am satisfied to have fulfilled the goals of decentralization in time and form, I would feel very bad if my formless if I would not surrender, rather if this had not been achieved. In the year 2002, when assuming the position for the first time, there was hardly a phase pilot where they fit single nine Mayor's offices, then, when assuming we decide to pass to the action of the real execution of the decentralization, and, we leave when I left in 2004, 99 decentralized Mayor's offices, and, I gamble to leave them I say, because in the 2004, I had to leave my position of Executive President of the FISE, and to pass of Minister of Economy, Development and Trade as you will have been given bill to take out the CAFTA that we achieve it in the 2005, with the support of the National Assembly, ahead but of return to the FISE I found with surprises that the process of decentralization in the 2005,   were stopped.

The FISE didn't have funds for lack of administration of reception of those funds, the institution expressed the dissatisfaction of the international organisms, the labour climate that shone always for its institutional question, my partners, my dear friends of the FISE,  were down, the mayors as you well know, they were looked frustrated and despaired by lack of resources for the works, poor people were also frustrated by not having access to the social services, and, notice that the President of the Republic, Enrique Bolaños was urging the FISE to make reality 300 school projects, centres of health, rural roads, bridge of pedestrian, and, mainly, the water and the rural reparation that he goes of the hand with the bills of the millennium and that he had promised it, and that rests in the officials that he designates, it was a terrible situation for the FISE.

I felt very sad I tell them of seeing like an institution that has the capacity, the methodology, to be the government's tool traverse executor, combat the poverty and the local development, it was prone after having been recognized as the model bottom in Latin America for the World Bank, and, after having presented our tools, as well as of having given horizontal cooperation in the other countries of Central America in Kiev, there in the Soviet Union, in Shangai, in the communist China, and until in Yemén where the Arab countries of extreme poverty are now in problems of war, there we had been called, I was there and we walked with pride deploying the FISE all over the world, and of return in less than a year, it was already completely another outlook, but we are not discouraged the challenge it was big but we committed to rescue the institutional pride and we gave ourselves the task of leaving our problems, more of  75 million dollars in advances with the BID, the German cooperation, the OPEC that they are the oil countries, producing petroleum that they have not yet clotted what comes to help with the energy, yes it supported us, also COSUDE and the Canadian cooperation, whom deposited their trust recovering this way the estimate of the international cooperation again, why? Because we are devoted to make that administration of reception of funds, so we return this  and  we have to recover this for the good of the municipality, for the local development, for the combat with the poverty, and, they saw as with seriousness, they see each other that we were completing, that we had the wishes for working product of that international trust of the hard work, of institutional rescue with my people that I tell them, you are my friends, my people with those that we have worked together and recovering the knots of friendship with each one of you mayors again, because you were distrustful, remember that you were frustrated by promises that were not completed and  I say How  can I rescue that? How will we make it? Then, to work with you, we made reality what today I can announce you again that we already have the eligibility to toss the machinery executor of projects that will benefit the hundred of thousands of peoples in its communities that are those but poor from Nicaragua. Product of that belief and hard work, today I can tell you gentlemen mayors that we are gathered here to certify the decentralization of you 54 Mayor's offices that will receive their accreditations that makes you competent for the decentralized handling of the project cycle, and, therefore, for the direct execution of programs and projects, applying the operative regulations and administration manuals that guarantee the quality, the efficiency and transparency of the public investment.With these 54 remaining Mayor's offices, it closes the program of decentralization, because the 153 Mayor's offices in Nicaragua now are credited already and qualified.

This group of Mayor's offices acquires the execution commitment decentralized today that this year will finish, approximately, notice, you are going to finish you, decentralized, 300 projects for 409 million córdobas to benefit 790 thousand Nicaraguan and to generate 36 thousand nine hundred direct employments, this doesn't look like so heavy, neither so big, the FISE goes it is necessary to be there, on you, especially of those smaller Mayor's offices that today are being decentralized, for that reason the FISE will be transferring those resources to each Mayor's office, which projects that fulfils the financing requirements, beginning first with 9 million dollars in the municipalities of severe and high poverty in traditional form, it doesn't go to make in bottom competition, parallels, through the bottom competition we will implement the rest of the funds for which the FISE continued with its invigoration work to the municipalities, to support to the new 54 municipalities in the decentralized handling, we are going to invest 12.5 millions of córdobas which 8 millions will be to strengthen their technical units in each one of these 54 municipalities, we are going to give computers, printers, technology, with the software, the handling of the technology, you will also have motorcycles and, in the event of the regions in the Atlantic, with the motors outside of overboard for the transport that will be good for you to supervise the projects. In addition to this, they will make another investment that goes approximately of 5 million córdobas to strengthen the local capacities, in here they are included the authorities of their Mayor's offices, their municipal technicians, the delegates that we have there form the government because there are times, our delegates don't understand so little, there is an understanding, also to the suppliers, those that will give service to you, so that later they don't leave which they didn't complete, let us have to demand that whole training, we will give it and it is also very important to the own members of communities, to the beneficiaries of those communities, because the works have to be received and appropriated by them so that they can have support and to hold up, because you know a thing, the decentralization means is not likewise an end, we decentralize them and we give them to you with the load and that would not take a failure, as much to you as to us, and for that reason in the FISE, we consider it is mean, a politics to achieve an end, and, it is not an end and we will support you like an indispensable politics for the local development and the combat to the poverty.

While we don't transfer the capacities with the resources and the responsibilities, but accompanied by the technical attendance and the training, any decentralization that they end up offering better an you don't receive it, because it happens that is necessary to have a problem like that, a very new building to give you, not even to have the key to open it, and, then the conditioned air breaks down, between the mold and what doesn't make.

The decentralization is an instrument, but it has to be qualified, and you today are already credited and you will have the support that you gave through the FISE. The decentralization takes, I also get the bottom transfer, the impact responsibility and result and that is transparency, revision of bills and improvement in the quality of life in the communities, if we decentralize and we don't achieve that the communities change their quality of life, we are not making it and the decentralization will make a failure, and, as much you as us, like central government, we want that decentralization becomes a mean.

In FISE has really been built through the direct impact that we have had and the decentralization with the 99 and other Mayor's offices and indicators that demonstrate this way exists that we are fulfilling the goals and that the decentralization has been, a development factor, for example of the 2002 at the 2006 we have been invested 2 thousand 881 million córdobas that  has benefited 2 million poor Nicaraguans, 430 thousand direct employments, and 303,280 indirect employments those they are figures, they are really indicative that they are there, and, we can check it, and it was possible to arrive to figures record in the history of the institution, for example, in the 2004, we had more than a well every day, more than classrooms daily, thousands of domicile connections of water, 220 annual clinics, more than 27 units per day, sanitary units per day, that is to change the life to the people, we wanted to have five times money to multiply these figures for five, but what we have made with you has made it good and we want to follow it making it well, but the must important and that makes you feel with satisfaction is that those resources have been managed with honesty and the transparency of which should be proud all institution, and, especially the official publishes, that is why I feel very satisfied.

And in the FISE this execution has been realized expiring with all and each of the procedure and processing that the international agreements demand, and, allow me to say that they are a pain in the nape as the gringos say, a pain here to be expiring with a point and comma, I remember that in peace he rests, Mr. Herty Lewites said, Azucena but if we only omit this leave us to pass this, and I told him, not mayor because you are going to go to the Controllership and if I allow it I also may go to the Controllership, or, an external auditory is going to publish the bad note and pointing the end he told me “how satisfied I feel that Managua can already apply everything to caballity ". 

We have also expired with the laws of the republic as the 16 certified external auditory and and 22 certified internal auditory expiring with the procedure established by the general Controllership of the Republic, in relation to all this fulfilment to all this transparency and responsibility, we are stopping become institutionalized in order that you implement the political laws that from now on they will have to be applied for each of these mayoralties to make any financing of projects effective through the FISE this is how the international agreements demand from us, for example, A politics of gender, this one is a good news for all the women from Nicaragua, and, also for all the men from Nicaragua, because you cannot live without us and we cannot live without you, also the politics of social incorporation, ¿what does it mean? That we cannot leave anybody separate, as when we do our projects we cannot forget the children, the women, cannot forget the elders, young men,  cannot forget our communities, the ethnics and the indigenes communities, they need a special treatment because they have their culture and so the Atlantic is Nicaragua and Nicaragua is the FISE and the FISE is Nicaragua and we have expressed it, working of the hand with our mayors of the Atlantic Coast of the North and South of Nicaragua, without everything, without difference, and above all without any political bias, also the policy of municipal asociativism because there are many mayoralties that alone would be more difficult and, then, we are in a policy where the union is strength, also this is a policy that is going to be applied and the social promote policy that the promoters will see.

These policies henceforth will be of demanded application in 153 mayoralties of the municipalities of Nicaragua. I say to them that I feel so satisfied to have expired as public civil servant leaving inheritances, I mean, on the one hand, the CAFTA, that you know that was approved by the National Assembly in 2005, and, that it is an instrument to insert to the poor people the development. Let's don’t allow that CAFTA be used for companies that can use and have access to it, we also left in the Ministry of Promotion, Industry and Trade a complementary agenda, a parallel agenda that trains, to these small mayoralties, they have to give them training and support, technical assistance and financing to those small producers, those small SMES (Small and medium companies), in each of its municipalities, so in this way the CAFTA, appropriate you mayors and help it, use it as an instrument and, on the other hand, we are leaving here in the FISE this decentralization and the resources, almost 70 million dollars to answer to the requirements of local development, you check it up, they are two instruments which are the reasons why I feel so happy having worked for these CAFTA and the FISE whose most articulate between both, because one represents the social policy and the other one the economic policy both things must go on the hand, nothing is first, the growth is not more important and after the social thing or the social thing is more important and then the growth, both things have to walk not to drive the society to despair and, they two joined, must do of every municipality a link for the social the development that Nicaragua needs. I want to tell you that on August 25th I think that on Friday or Thursday I am retiring from my functions of the FISE because I think that I already expired with the promised.

In a commercial bank, and, I want to give you this scoop, that in a bank of this country is deposited the constant and sonant amount of money that means the first disbursement that the BID has done and on Monday of the next week there will be another amount that comes to complement, what KFW does, I mean, the German cooperation and in the National  Assembly there are about 4 more million dollars of the OPEP from the Arabic countries and that is in order to execute and start executing without loss of time, with all of you mayoralties that already are decentralized, so in your hands is to expire with this budget.

Mayor gentlemen I take with me as a very pretty souvenir this recognition that was granted to me as an honorary mayor of Nicaragua and that constitutes a commitment for my person that I have always believed in the municipal and to which I have attended with all the respect that every mayor deserves and to You that I have served you without any political bias.

Independently of my colors I consider that the poverty does not have any colour in Nicaragua, and, if I had done a distinction between my liberal friends, and conservatives I had been wrong as a civil servant, and, I want to expire and to be a good civil servant. Then I go away with the head on high of which I did not distinguish of party but I focused as public civil servant. I go away satisfied and with the safety of knowing the places where I have to be I will continue reaching what Nicaragua deserves that the government employees fulfil the expected goals.
