Lic. Azucena Castillo Barquero said goodbye to the Executive Address of the Social Fund of Emergency, FISE, offered a formless suscinto from her administration to the front of that government institution of fight against the poverty and the development in the rural areas. She thanked the entrust given by the President of the Republic and the understanding of the candidate of the Nicaraguan Liberal Alliance-Conservative Party, ALN-PC, Eduardo Montealegre, who gave importance to her administration in the FISE and that a serious and transparent delivery was made.

She thanked to the 153 mayors of the country for their collaboration and trust given. In the report of her administration in the Executive Address of the FISE, Licda. Azucena Castillo, the Mayor of the Coral, William López, thanked the contributions toasted by the salient one and it would work public to the 153 Mayor's offices of the country. The Director of projects of the FISE, Dr. Ariel Peña, accompanied the Licda. Castillo Bendaña in the municipal activity of recognition of the mayors of  Nicaragua. For me more than a honour, as I tell them, it is a pleasure to meet to declare the decentralization of the 153 Mayor's offices of Nicaragua, this is a landmark in the history of the town council in our country and as a executive president of the FISE, I am satisfied to have fulfilled the goals of decentralization in time and form, I would feel very bad if my formless if I would not surrender, rather if this had not been achieved. In the year 2002, when assuming the position for the first time, there was hardly a phase pilot where they fit single nine Mayor's offices, then, when assuming we decide to pass to the action of the real execution of the decentralization, and, we leave when I left in 2004, 99 decentralized Mayor's offices, and, I gamble to leave them I say, because in the 2004, I had to leave my position of Executive President of the FISE, and to pass of Minister of Economy, Development and Trade as you will have been given bill to take out the CAFTA that we achieve it in the 2005, with the support of the National Assembly, ahead but of return to the FISE I found with surprises that the process of decentralization in the 2005,   were stopped.

The FISE didn't have funds for lack of administration of reception of those funds, the institution expressed the dissatisfaction of the international organisms, the labour climate that shone always for its institutional question, my partners, my dear friends of the FISE,  were down, the mayors as you well know, they were looked frustrated and despaired by lack of resources for the works, poor people were also frustrated by not having access to the social services, and, notice that the President of the Republic, Enrique Bolaños was urging the FISE to make reality 300 school projects, centres of health, rural roads, bridge of pedestrian, and, mainly, the water and the rural reparation that he goes of the hand with the bills of the millennium and that he had promised it, and that rests in the officials that he designates, it was a terrible situation for the FISE.

I felt very sad I tell them of seeing like an institution that has the capacity, the methodology, to be the government's tool traverse executor, combat the poverty and the local development, it was prone after having been recognized as the model bottom in Latin America for the World Bank, and, after having presented our tools, as well as of having given horizontal cooperation in the other countries of Central America in Kiev, there in the Soviet Union, in Shangai, in the communist China, and until in Yemén where the Arab countries of extreme poverty are now in problems of war, there we had been called, I was there and we walked with pride deploying the FISE all over the world, and of return in less than a year, it was already completely another outlook, but we are not discouraged the challenge it was big but we committed to rescue the institutional pride and we gave ourselves the task of leaving our problems, more of  75 million dollars in advances with the BID, the German cooperation, the OPEC that they are the oil countries, producing petroleum that they have not yet clotted what comes to help with the energy, yes it supported us, also COSUDE and the Canadian cooperation, whom deposited their trust recovering this way the estimate of the international cooperation again, why? Because we are devoted to make that administration of reception of funds, so we return this  and  we have to recover this for the good of the municipality, for the local development, for the combat with the poverty, and, they saw as with seriousness, they see each other that we were completing, that we had the wishes for working product of that international trust of the hard work, of institutional rescue with my people that I tell them, you are my friends, my people with those that we have worked together and recovering the knots of friendship with each one of you mayors again, because you were distrustful, remember that you were frustrated by promises that were not completed and  I say How  can I rescue that? How will we make it? Then, to work with you, we made reality what today I can announce you again that we already have the eligibility to toss the machinery executor of projects that will benefit the hundred of thousands of peoples in its communities that are those but poor from Nicaragua. Product of that belief and hard work, today I can tell you gentlemen mayors that we are gathered here to certify the decentralization of you 54 Mayor's offices that will receive their accreditations that makes you competent for the decentralized handling of the project cycle, and, therefore, for the direct execution of programs and projects, applying the operative regulations and administration manuals that guarantee the quality, the efficiency and transparency of the public investment.With these 54 remaining Mayor's offices, it closes the program of decentralization, because the 153 Mayor's offices in Nicaragua now are credited already and qualified.
