That we cannot leave anybody separate, as when we do our projects we cannot forget the children, the women, cannot forget the elders, young men,  cannot forget our communities, the ethnics and the indigenes communities, they need a special treatment because they have their culture and so the Atlantic is Nicaragua and Nicaragua is the FISE and the FISE is Nicaragua and we have expressed it, working of the hand with our mayors of the Atlantic Coast of the North and South of Nicaragua, without everything, without difference, and above all without any political bias, also the policy of municipal asociativism because there are many mayoralties that alone would be more difficult and, then, we are in a policy where the union is strength, also this is a policy that is going to be applied and the social promote policy that the promoters will see.

These policies henceforth will be of demanded application in 153 mayoralties of the municipalities of Nicaragua. I say to them that I feel so satisfied to have expired as public civil servant leaving inheritances, I mean, on the one hand, the CAFTA, that you know that was approved by the National Assembly in 2005, and, that it is an instrument to insert to the poor people the development. Let's don’t allow that CAFTA be used for companies that can use and have access to it, we also left in the Ministry of Promotion, Industry and Trade a complementary agenda, a parallel agenda that trains, to these small mayoralties, they have to give them training and support, technical assistance and financing to those small producers, those small SMES (Small and medium companies), in each of its municipalities, so in this way the CAFTA, appropriate you mayors and help it, use it as an instrument and, on the other hand, we are leaving here in the FISE this decentralization and the resources, almost 70 million dollars to answer to the requirements of local development, you check it up, they are two instruments which are the reasons why I feel so happy having worked for these CAFTA and the FISE whose most articulate between both, because one represents the social policy and the other one the economic policy both things must go on the hand, nothing is first, the growth is not more important and after the social thing or the social thing is more important and then the growth, both things have to walk not to drive the society to despair and, they two joined, must do of every municipality a link for the social the development that Nicaragua needs. I want to tell you that on August 25th I think that on Friday or Thursday I am retiring from my functions of the FISE because I think that I already expired with the promised.

In a commercial bank, and, I want to give you this scoop, that in a bank of this country is deposited the constant and sonant amount of money that means the first disbursement that the BID has done and on Monday of the next week there will be another amount that comes to complement, what KFW does, I mean, the German cooperation and in the National  Assembly there are about 4 more million dollars of the OPEP from the Arabic countries and that is in order to execute and start executing without loss of time, with all of you mayoralties that already are decentralized, so in your hands is to expire with this budget.

Mayor gentlemen I take with me as a very pretty souvenir this recognition that was granted to me as an honorary mayor of Nicaragua and that constitutes a commitment for my person that I have always believed in the municipal and to which I have attended with all the respect that every mayor deserves and to You that I have served you without any political bias.

Independently of my colors I consider that the poverty does not have any colour in Nicaragua, and, if I had done a distinction between my liberal friends, and conservatives I had been wrong as a civil servant, and, I want to expire and to be a good civil servant. Then I go away with the head on high of which I did not distinguish of party but I focused as public civil servant. I go away satisfied and with the safety of knowing the places where I have to be I will continue reaching what Nicaragua deserves that the government employees fulfil the expected goals.
